So, I came across THIS article on Cracked. It was interesting, because they talk about weird transmission. I wanted to take a shot at two of them, just to throw a couple theories out there. (Not that I have any idea as to the meaning of the noises, just what they might be used for.)

#5 (Listen To It Here)
From what I read, it’s a constantly live transmission of what sounds like a truck horn, playing over and over again for the last 20 years or so. It’s only stopped a few times, and when it did, it played Russian names and numbers. From what people can gather, it’s a live transmission, since conversations can sometimes be heard.

My theory? It may very well be a low-tech way to keep certain individuals constantly informed. The station is always live, constantly blaring that truck horn sound. Every so often, important information is relayed. Unless you knew what to look/listen for though, it would be meaningless. It’s like America’s own Emergency Broadcast System, except it’s constant and I’m sure for something a bit more secret.

#2 (Backward Music Station)

The YouTube video gives you a sample of what it sounds like. (Creepy, isn’t it?)

One of my theories agree with others’, in the way that it’s a bunch of heavily distorted noises, with the true signal being scrambled in-between.

Another theory is that it’s a wireless data line. (OK, that may be obvious to most people, but I’m not talking about simple encrypted voice communication, but quite a bit of data between the two sources.) We tend to think in digital communications these days, but these can be easily intercepted. Again, what if a sophisticated low-tech approach is being used here?

Whatever it is, there is pattern to it. I’m no sound engineer, but I can clearly hear distinctive patterns in the ‘music.’
